does the cpu and motherboard "revision" have an effect on how much you can overclock?

my cpu is B2

motherboard is C1

(numbers from cpuz)

system is listed in my sig

i cant seem to get 400mhz cpu frequency with 9x multiplier

i can only get about 380mhz, but my cpu load temperature in core temp is 60C

vcore is set to 1.50

doesnt seem right to me. i just remounted my hsf with arctic silver 5 and nothing seems to have changed
 
yeah 4x800 is fine

but ive read all over the place that 9x400 is easily achievable. what kind of frequency do we see with a 9x multiplier on average then? ive seen people hit 450 with water, 400 on air...is that the high end? is that average? i have no idea
