Rewiring a block of flats for BT Infinity

I currently live in a flat and cannot get BT Infinity because I'm directly connected to the exchange. I believe all the other flats are in the same boat. Converting one flat is clearly not cost-effective, but I wonder if the same would be true of 40 flats? To whom in BT should I talk about getting the whole block converted? Then I can go to the factors and get them to get it arranged.
 
Presumably the flats would be rewired to connect to the Infinity-enabled cabinet on the street outside.
 
It depends on how many people in the area are in the same boat and the demand for high speed internet.

If there is demand, then all they'll do is situate a standard cabinet outside the exchange (it would be the easiest way to do this since all the exchange connected lines would converge) to wire those lines into and place a fibre cabinet near it so those would be able to get FTTC services.
