I have 1 mac mini which only has 1 dvi, I have 2 lcds, 1 a 32" lcd tv and the other a 19" lcd monitor.

both are dvi

is there a device that will allow me to switch between the 2 screens without having to physically unplug dvi's on the back of the mac.

I know there are dvi splitter cables out their but im not sure how badly they degrade the signal, and what problems they would cause if both lcds were totally different resolutions

You can get DVI monitor switches, and DVI monitor splitter boxes, which amplfy the signal so should be very little degrade in quality. They arn't the cheapest though.

I tried one of those cheap 1>2 cables of the flea, it didnt work properly.

when I started up in windows or mac os neither screen got a signal, but if I started up with just 1 lcd conneted then added the other after startup it worked but my screens had several flickering pixels. :(
