Right of Way Question

i know the image has gone, but it was like my situation this morning, almost a head on collision at 5am this morning, because of a numpty

i was driving past parked cars just leaving my house, so i was on the wrong side of the road if you will, car came down the side road on my right, no indication, drove straight out (turned left, without looking) directly at me, I had to do an emergency Horn sound , luckily he stopped before colliding with me

joining traffic always has to give way to traffic already on the road, is my understanding.

What if green is doing it to turn right and avoid a column of traffic.

Obviously with parked cars orange should be looking left.
