If you have Flash, then this is probably the way to go, however it will be hard stopping people saving the video if they want it. AFAIK, unless you use a flash media server, then no way of doing it, as the video will have to download to the users computer to play.
 
In order for people to view it, it must be downloadable in one form or another. There are tools for ripping videos from Youtube, for example.
 
I think you forget there is always a bigger fish, you might not want people to download your video, but there are plenty of video capture tools, initially developed for youtube, but quite customizable for other sites too.
 
yeah as people have said, in order for this to be viewed, it has to be downloaded. if you stop them downloading it you stop them viewing it.

the best thing i can think of is copy right it in whatever way possible as what you are trying to do is almost a contraindication in that you want the video to be publicly available but not let the public get at it.
 
Since FMS is out of the picture you could add a watermark in your dvd like a logo of your company or your name.
Since you don't have a dedicated server from what i presume also check out the bandwidth limit you have, if any on your host and if there are any maximum file size limits.
Furthermore you can prevent crawlers indexing the page with the video.
In the remote case that you want the video only to be viewed by only a small number of people, for example customers you already know and want to get a hold of that video to go on a specific website and have the video there compressed in .rar or .zip and password protect it. You can send the key to those people using e-mail .etc
