Ripping DVDs and Video Editing

I have recently started looking into backing up old home videos onto DVD. My dad has a Video/DVD-R combo drive, and I can use that to transfer them to DVD at very good quality.

Well, there's no quality degradation in the tapes from 1983! The camera was huge and my dad carried it over his shoulder, and the video recorder had to be carried at the same time!

Anyway, I digress. I now have these DVDs which is great, but I would like to re-edit them a bit, such as split them evenly across dvds and insert proper chapters. Once done I can reburn them all for the rest of the family.

I've looked into Windows Live Movie Maker, which seems quite decent. However I see no option to just rip files from an existing DVD. Does anyone have any other recommendations of programs to do this?
 
Adobe Premiere Pro is my tool of choice, but is very costly, they're low cost version Adobe Premiere Elements 8 is a very good alternative.

Sony Vegas also very good
 
I used Pinnacle Studio to do all our VHS/VHS-C/Super 8mm > DVD conversion, it came bundled with an analog capture card i don't think it's that expensive, it was a bit clunky but worked well enough.
