I've just noticed this while playing fallout 4, might have been there ages and I just never noticed but now seeing it everywhere (can't be unseen! :( ).

It's ALMOST like the effect we used to have with antistropic filtering where there was a pretty clear line below which textures rendered in better detail and above where textures were less detailed.

There's no difference in textures in this case but it's like a "tear" exactly 1/3 of the way up from the bottom, any movement past this line (e.g looking around in a 3D game or even scrolling a web page now I've noticed it) makes a clear... ripple type effect ONLY on this 1 line.

Graphics card is a 980ti with latest geforce experience drivers.

Anyone got any ideas?

Could it be an issue with cabling for example? Using a DVI to HDMI cable (and have been for ages) on my old dell 2405fpw (don't laugh, it's actually still kind of awesome) and wondering if this is perhaps on it's way out.

Given it appears when scrolling a webpage, I'd certainly try a new cable first or plug the cable straight into the DVI to rule out the adapter.
 
Was actually a cable made up to be dvi one and and hdmi the other. I'm wondering if it's been there long and I've just not noticed it before (questioning perception and sanity at this point) but ty for confirming my first guess :) Seems I was lucky.

Will probably move from this to 4K 120Hz gsync later in the year/whenver they're around and wonder wtf I was doing with this old dell but I genuinely can't see anything "off" with this atm (minus this one issue) and it's done me well for a LOT of years now (10 year old panel) :D
 
I had a similar thing. Although mine wasn't just 1/3 of the way up it was pretty much all over but hardly noticeable. Ofcourse once seen it was hard to unsee it.

Bought a new monitor and it was still there. So tested it on the TV in the bedroom which used home and it wasn't there at all. So after that I started to use home cable and haven't seen it since. Can't remember what cable I was using before I just know it needed to be screwed in lol.
