Is Rivatuner still any good?

If not what is the best tweaking utiliy for Nvidia Cards (in regards to overclocking/fan rpm e.t.c.)?

RivaTuner is still great, but you might want to consider EVGA Precision as well, as it's based on the RivaTuner code but is a bit easier to use/simpler in functionality.
 
I just use RivaTuner, cos I know my way about it more tbh.

How do you go about doing an auto-overclock when games are run, and underclock when on 2D?

With ATT it was quite easy, but because of it and DX10 problems I was having I had to switch to Rivatuner.
 
Not really sure mate, I just leave it at whatever the card's default settings are. Most of them throttle to pretty reasonable levels at idle these days.

There are links to guides on the RT forums over at guru3d. I have mine clock up core/mem/shader to 3d mode when hardware acceleration is active and the fan speeds up too. You can do loads of cool stuff with the launcher/profiles if you play around (fan speed set by the temperature crossing a threshold etc)
