Road Charging Question

There seems to be a draft bill going though at the moment or very soon in Parliment, but I wondering if anyone knows if buses are exemp from such charges. Just curious to know if they will be excelpt from these charges.

Id imagine they will be exempt.
 
Encourage the use of public transport? Even if it was free i'd take the car if I had one. They need to make it just generally better (better cleaned, on time etc), though you'd never be able to get rid of the main problem with public transport; the public :p
