ROG screen reverting back to 60hz on startup

Screen is working flawlessly at all times including gaming. However, I've noticed that desktop icons are moved around desktop at startup. Figured out that the screen was reverting back to 60hz instead of 165hz. I have Asus GPU tweak installed and was wondering if it was causing a conflict or something. I set gpu tweak to boost gpu performance and thought it might have something to do with it .. any clues people

i change it in the Nvidia control panel and then make sure the screen itself (via the joystick) is set to 165hz as well. I thought it might be GPU Tweak that might be upsetting things when it is set to overclock mode
