Router Issue in Network

Stupidly I got someone who works for me to do some ordering and it's backfired.

I'm installing 27 new PCs at a site, that only has a very small network, they decided for cost reasons to just plug 11 small desktop switches into the 11 ports they have available to allow me to network these 27 PCs.

The only problem is I've just had 11 Cable/DSL Routers arrive!

The model is TP-LINK TL-R460.

I've plugged the router into the port and then 4 PCs into it and the PCs are obviously being given IP addresses by the router (192.168.1.100-192.168.1.103). The router has taken a proper internal IP address for the network (10.136.8.22).

The PCs can access the internet (after I turned off the routers inbuilt DHCP as my server has one) but they won't connect to things on the network.

I need them to take 10.136.8.*** IP addresses. If I connect them straight to the wall ports they do this.

Any idea what setting I would look for/configure/change?

Surely it's more sensible (and cheaper) to actually buy some switches instead and return the routers? Most box-shifters will get you the switches overnight.

It would be, but I'm only available to be on site for today (Monday) and tomorrow this week so was hoping I could configure them.

Also 5 have been opened and they were actually purchased about 5 weeks ago which means I'm going to struggle to return them easily.
 
Static routes?

EDIT: Actually, they should be all one network I'm guessing? Have you tried making them forward DHCP instead of just turning it off?

EDIT x2: Have you tried switching between the gateway and router mode?
