Router to limit device speeds?

I have BT Infinity with 12Mbps down and 1Mbps up (This used to be 16Mbps down and 2Mbps up when I first got Infinity..)

I'm looking for a router which has the ability to limit a devices download/upload by Kbps.

Not too fussed about WiFi features at all as I can get around that.

Any recommendations?
No budget.



EDIT: Alternatively, a Wireless Access Point with fancy QoS / ability to limit devices by speed.
I do have a Cisco Meraki AP which would've been perfect however I'm pretty sure my license has expired.

I seem to trumpet these a lot. Mikrotik routers can do this.

Mikrotik is probably a bit OP for my requirements.

Are there any devices out there that can replace the BT openreach and the homehub as an all-in-one solution? Not totally necessary but would be nice.
