My friend is looking to replace the Plusnet Hub One router (ADSL2+ connection) with one that has guest network for his restaurant for customers to use, which is the best one for around £40?

You won't get anything decent for that budget.

Opening up wifi in this way isn't a great idea. How are they going to control what the connection is used for?

ADSL2 is gonna be slow with a couple of people using it, and as bremen said your friend is not going to be able to do that for that money, Mikrotik wifi routers have functions for hotspots but its a very steep learning curve.

Most consumer routers are garbage when asked to deal with more than a few using wireless.
If its a business then you need to start looking at proper kit, really dont mess around.

2 suggestions

1. Upgrade to a fibre package, sharing a ADSL2 line with customers will be painful
2. Up the budget a bit and buy a Ubiquiti AP
