routers that can limit bandwidth

I know Draytek/Vigor routers can limit bandwidth by port or IP.

I know some other brands can limit by QOS, but that's not what I need.

What other routers can limit bandwidth by port or IP?

I already have a Draytek 2600 and I'm moving to Be in a few days. I've read that Be and Draytek don't work too well together, that's why I'm asking for other makes.
I guess I'll be sticking with Draytek then.
Since I'm only on the Value package and limited to 8Mb, which would be the better option (for stability) - a 2800 series or running the BeBox in bridge mode with a 2910?
