Can on just turn off the PSU and pull the mains cable even it plunged into the outlet and mains is live?

As I just cleaned my PC and turn off everything in my PC and the psu just not the wall out let. Is it safe to power on my PC?

Yes, you can just pull the plug from the PSU even though it's still in the socket.

After cleaning (you didn't wash it or use water in cleaning I hope ?), you should just be able to power back on and run it.
