Neither is better and they generally aren't interchangeable.
RPM is a a package for Red Hat derived distributions (Centos)
A Deb package is for Debian and its derivatives (Ubuntu, Mint etc)
As Frozenonova wrote, they just archive files for different flavours of Linux. For .deb based distributions you can use the dpkg command for .rpm based distribtions you will use the rpm command. There is, however, a command that can convert between the two formats: alien command
