RTX 2060 or RTX 3050?

Upgrading the board might help somewhat but that still leaves the 6500xt which is going to be the bottleneck anyway. The 3600 & b450 work well with a gpu with more pcie lanes than the 6500xt, hopefully the intel has more.
My view is its a gamble on how much a b550 will give an increase. Where as waiting for a review of the intel gpu you will know how many pcie lanes it has & the bandwdth, so it will not be taking a gamble, its either worth buying on the reviews or not. Obviously there is the option to upgrade both MB & gpu, but if you upgrade the gpu you shouldn't need to upgrade the MB

When I was looking for a gpu I was told there is seizable gains to be had from pcie 4.0 in the lower spec cards
The people who told you that were simply misinformed if they weren't talking about the 6500 XT specifically. That only benefits from PCIe 4.0 so much because it's a laptop GPU slapped on a dedicated card and so only has an x4 PCIe link. That turns into x4 3.0 on older boards, which is a paltry amount of bandwidth and affects performance. All other lower-end cards are wired for at least x8, and even 3.0 x8 is enough for them to get by. There are some minor performance issues with the 4GB 5500 XT, specifically in scenarios where it runs out of VRAM and has to transfer data back and forth across the PCIe bus. The 8GB model is unaffected, as realistically it's unlikely to ever be running games at settings where it will run out of VRAM before becoming unplayable due to its lack of raw power. The 3050 is also limited to x8 and sees zero performance difference running on a 3.0 system.
