RTX 4090 damaged?

Imagine it's hardware - Insert cable to card and monitor properly, and if you are using a 4090 via HDMI then I imagine you have a high res high hz display so you'll need a cable that is high bandwidth ~48GBpS. Wouldnt call that GPu artifacting but the cable or display.

What monitor is that and what cable is it connected with?

Same TV as me. Got mine in the bottom HDMI port on the TV. I'd try the cable in other ports on the gfx card and TV and switch the cable around, as in swap ends. Could be a hooky HDMI connection. That flicker you have would to me look cable related. As these cables are relatively expensive - guess you dont have a 2nd to try?
