run a 3 pin fan hub from a 4pin header

I have 3 x 3pin fans that I want to run from a 4pin header whilst still maintaining temperature control.

This is a Dell motherboard though, so I can't "cheat" and change the header to DC mode.

Is there a fan hub available (that isn't stupidly priced) that would "translate" a 4 pin signal to 3Pin ?

There used to be a smaller cheaper version but this should do it:

Basically something that takes PWM control signal in and concerts it to a DC voltage.
