Run CMD

I am logged onto a machine as the administrator but I still cannot use the run command, nor can I open add remove programs.

Computer is windows 2000 and is usually on a network but it is being re-imaged and needs the antivirus re-installing but logged on as the local administrator I can not do it?

Any Ideas

how do I open mmc without the run command??

Can not download on it because it has no anti-virus so it cant be connected and removable media can not be out into it either?
