If its a self extracting zip/rar you can use StuffIt, if its a proper Windows application you may need to use Crossover/Parallels/Fusion. Can you be any more specific as to what the file is?

It won't work in OS X natively as the OS doesn't use/like executable files. You will have to install Boot Camp , Parallels or VMWare Fusion to boot in to Windows.
