My desktop consists of 3x 1200p dvi and 1x 1440p dp and now an Oculus hdmi and have the issue that I can't run them all from my 390. The card has 3x DP, 1x dvi and 1x hdmi and I use two passive dp to dvi to drive my displays.

The card seems to be unable to drive more than 4 displays, it knows the display is there but refuses to send any video down the cable. I am currently running one of the desktop monitors off the IGP dvi but I am getting issues doing that, primarily Chrome glitches quite a lot which I suspect is some sort of driver conflict.

What is the best way to fix this?

Would swapping the dp to dvi adapters for active ones make any difference? Or I could get a low end ati card to run the last display off?
 
You will need active adapters, these cards can do up to 6 displays as long as the card has the right outputs.

Does your CPU/motherboard not have an inbuilt GPU?

Unless it is one of the special Sapphire cards branded under 'Flex' then you can only output two legacy display signals at a time normally. (dvi, hdmi, vga)

You will need to use active adapters on the display ports to be able to use more displays at once if you have multiple legacy displays.
