On older systems (e.g. 2500k with DDR3) it was around a 5% penalty in gaming benchmarks (Synthetic benchmarks e.g. Sisoft Sandra etc were noticeable worse) - haven't seen any recent tests or discussion though
Really depends on platform and use. Amd big hit.. Intel in professional stuff render, encode etc etc a big lose... Gaming 7--10% or sometimes more depending on game, res and if cpu is main bottle neck.
