I know that most of the cheap electrical generators sold in the back of the papers don't provide clean enough power for PC's, so I was wondering if anyone knows:

Would simply sticking a UPS between the two solve this problem?

i dont think its them not providing enought power, but not providing clean power to the PSU,

like you get if you plug in a cheap external HDD (into the wall) you will hear buzzing of the speakers

Must be a way to do this. I'm no electrical technician (just a basic house bashing electrician) but surely you could make your own reliable earth for the psu/pc and use something with a load of smoothing capacitors in it to go inbetween the generator and psu plug. xD
