Can anyone state what kind of speed would be suitable for 40 max users at a time? What if 512K is indeed suitable?

What kind of data is sent back from the reports, how much traffic does each one take? is it just text or are there any headers/graphics included in the report?

If you really do mean 40 open connections all sending data at the same time, then 512kbit is not going to be suffice for almost anything, without your users noticing how slow it is.
 
It's difficult to say exactly how many will be using in an exact second so I don't think it's so easy to say 1mb / 10 contention / 40 = 2.5Kb/s etc.

This might help. Here are some stats for Feb at peak hour of 1:00pm-1:59pm

Total Page Views 5840 = 973 per day
Total Bandwidth 202Mb = 33.7Mb per day

These figures will include database users, visitors and could include search engines.
