Just a quick question: for cars with alloy wheels, is it normal for the break caliper to collect rust?

Is there any sensible way to prevent this from happening + how can one remove the rust if it's now all over the caliper?

I'm trying to buy a 2nd hand car and there are rust on the break caliper for all 4 wheels. The owner didn't really drive the car around that much. He said he just recently changed the break plate and break pad and he could not prevent the caliper from collecting rust.

Any advice?

Its normal, you can rust convert them and paint them with hammerite to help prevent them looking ugly.

BRAKE calipers can easily be given a quick run over with a wire brush and a coat of hammerite or similar to being them back to life.

alternatively if you don't want the faff of painting just live with it, a bit of rust on your calipers is not going to affect the stopping performance at all. as long as they do their job i'd be happy to leave them be.

that said if you don't want to go down the route of painting them yourself theres a place here http://www.brake-caliper-painting.com that will paint them for you for £11 a corner

Totally normal. They are mostly made of steel and mostly never painted at the factory, so they very quickly become Brown with rust. Nothing to worry about.
