RX vega 56 playing Warhammer 40k: eternal crusade (unreal 4) and clocks/utilization

1500-1600Mhz is the stock clocks but the GPU is going down to 1200Mhz even though its still holding 70-80fps could be better. Also while CPU usage is high I don't think its CPU bound (4690k @4.5Ghz).
