Does this come with a stock cooler from OCUK? How do they tend to clock on a stick cooler (I appreciate each one will be different)

The 95W wraith cooler should be able to happily run the chip at 3.6 to 3.8ghz where voltage can be kept around 1.25 to 1.30v.

This would bring it on par to the 1600X which is a 95W rated chip.
 
If you find on second hand market the R7 1700 wraith cooler get it :)
It will go nicely with the 1600 also, but that doesn't mean the 1600 doesn't come with a superb cooler.

It is the same cooler just without the LED lights. The 1600 already comes with one.

I wish I could run my 1600 at 1.25 to 1.3v at 3.8ghz! 3.85 @ 1.4v here.
 
My 1700 rarely goes above low 50c on the stock Wraith Spire Cooler. It is a proper cooler, unlike intels which is a after thought.

If you are going 3.8Ghz or above I would start thinking about better cooling.
