Ryzen 5 2600x clock speeds jumping all over the place

Built this PC fresh today after several hours I have everything set up. Drivers installed chipset and bios updates. The clock speeds are all over the place it will drop top 2000mhz then jump straight to 4.3 and back again . Its non stop even now whilst its sat there idle its switching between 2ghz and 4.3 every second or so. I've checked it in ryzen master and CPU-z. It's not over clocked (never has been) temps at idle are around 47 on stock cooler and max out about 78.
Running on a asus prime x470pro mobo with 16gig of the 8pack tforce ram at 3200mhz. Any ideas why its dong this? Sure at idle it should never need to spike that high
 
I've tried messing with the power options and currently have it on windows balanced. I have tried minimum processor state at 40% 20% and as low as 5% none of them had any effect. Also tried disabling the boost in the bios and in ryzen master. Again neither had any effect: ( sorry I should have added this to the original post but I was tired from messing with it all day. While this is happening the cores are all under roughly 3% load with one core usually at 9% while idling which is baffling me as to why its fluctuating so much. Always have a back up of a fresh install saved to a few hdds in case of problems and have oc'd many cpus in the past so I may try the negative suggestion. Cant oc this cpu yet anyway as my aio cooler doesn't fit so running the stock one :(
 
As above, check what background processes you have running that might be causing the spike. I don't know if it's similar to you but I found the Nvidia telemetry tasks caused my CPU to jack up during idle, disabled those and it now properly stays at the lower speed. I also found my MB RGB software (Gigabyte) to spike the CPU during idle as well, so I uninstalled it.
This could make sense, I have the aura soft ware for my mobo installed which I've never had before. Also after setting my rift back up it told me there was a problem with my graphics card driver and to update it or I can use the rift, however it worked fine and my drivers were downloaded from gforce experience only an hour before it. I'll try all these suggestions when I get back from work and see if it sorts it out :)
 
Hmmm well after disabling programs 1 by 1 it seems that culprit was the oculus services. They would fluctuate between 0.4% usage and 6% . Every time this happened the cpu clocks jumped with it for that split second. It still jumps when I load programs etc which I guess it to be expected but seems a lot more stable now
