Ryzen 5800X Cooling

I am building a PC for my sister for Christmas. After everything was set up, I made sure that the CPU ran at a cool 65°C. Now I have to clean the thermal paste a bit because the CPU was running hot. Do I need to clean up anything else?

What cooler is on it? The 5800x can be a bit of a spicy chip anyway. I currently have a Dark Rock Pro 4 which keeps mine relatively cool but it still gets to 70+ under full load.
