Just wondering my Ryzen 5950x bottle neck a 9070xt?

In what game(s)? There's no universal answer to the question outside of the realm of silliness (like pairing a 5090 with your old 2500K setup). You'll be held back in some games by your CPU and not in others. My own setup is a 5800X3D with a 4070 Ti Super, and personally I haven't felt in any way limited by my CPU at 1440p (to the point that I abandoned the idea of an AM5 upgrade). Obviously the 5950X will be a bit slower for gaming, but it's still entirely going to depend on what you're playing.

An upgrade from a 3060 Ti is still worthwhile, but as said, YMMV (depending on games/settings).

A CPU upgrade will likely get you better minimums but a 3440x1440 you'll be GPU bound in recent titles.

I went from a 5950X to a 7950X3D at the same res and the difference wasn't huge.

5950x/7900XT here, so similar performance (but not ultrawide, just 1440p) and I haven't noticed any bottlenecking in anything graphically intensive.... obviously for games that are NOT graphically intensive then the CPU/RAM may become the limiting factor.

Yeah I came from a 3060ti too, was close to double in most things I've tried (gta/rdr2/ark, among others)
