Ryzen 7 1700 - Cooling

I know AMD provide a very good cooler with the 1700 however I'm just wondering if there is an aftermarket solution which is better for less than £30.

For example I got a Hyper 212x for £25 for my intel rig and it's extremely good for the money and apparently this knocked 5 degrees off the wraith's temps on an older AMD cpu (the one they originally launched with).

This ryzen rig will be run pretty much 24/7 @ full load encoding, etc. I'm also guessing I can sell the wraith for like £20 to cover the costs.

Reason why i'm going 1700 over 1700x is due to 65w tdp vs 95w tdp. So temperature and power draw matter more than overclocking for 10% more performance at the expense of temperatures and component life.

Essentially what I'm asking is. Is there a better cooler than the hyper 212x for the money? £35 tops.
 
You can get a 240mm Cooler Master AIO for £48, cheaper if you find one on sale.

Bare 2 things in mind here.

I won't be overclocking and it will be on 24/7 so power consumption is a factor.

it's also nearly double the price of a 212x. i'm looking for a heatsink and simple fan (low power consumption) set up. rather than pumping water around and then cooling it using multiple fans and a radiator.

If you won't be overclocking keep the stock cooler, it does the job fine and if you sell it you'll lose the AMD warranty, I've seen some comments on Reddit with a screenshot quoting AMD saying they need the cooler returned with chip for RMA.
