Would it be worth it to go to a 5800X from a 5700G to take full advantage of PCIE 4.0? Esp given the price reduction?

For what usage? For games, you'd be better off with an X3D, but I doubt switching from a 5700G to a 5800X would be noticeable in most circumstances. PCI-E 3.0 isn't an issue if you don't have a 6400/6500.

if you dont have a discrete graphics card your gonna find the 5800x to be underwhelming to say the least when you power on the computer.

IPC is about 19% better then the G models so you should see better minimums. If you can get a 5800X cheap sure go ahead otherwise go and get 5700/5700X
