Ryzen not down clocking

as with a lot of people i have a ryzen CPU thast wants to run full power all the time.
i thought i had sorted this on one system but nope back at full clocks all the time.

1700x / 1700 / 3600, none overclocked

all have chipset drivers installed and all on ryzen power plan

this is about 40mins just on the web and shopping

What are the voltages like? The minimum power draw is very similar to my 3600, and that is definitely downclocking. I remember seeing somewhere that HWmon doesn't read ryzen 2 clocks very well. If I use AMD ryzen master instead the minimum clocks I see are around 400-700mhz, but they never drop below 2.5GHz ish on HWmon.

i will install master now, CPUz doesn't show a drop ever.
 
No one should be using hwmonitor. It is a piece of crap and has never worked for Ryzen even though it's been 3 years now. You also can't trust the temps as it doesn't give the true tdie temperature always.

Always use HWInfo. Ryzen Master is fine but isn't as detailed.

The clocks information is equally as detailed.

in that case problem not solved, HwInfo shows the CPU is not down clocking

Those effective clocks look pretty low to me.

Leave it to idle for a bit and you will notice the power consumption is <20w. That is the correct power saving behaviour.

yer i was reading it wrong, i was looking at the for minimum "Core (0/1/2/3/4/5) Clock"
