Ryzen overclock boot loops but stable

Weird problem I have. I turned my Fclk up to 1900 and have my ram at 3800, I haven't done hours of stress testing but it passes all benchmarks and is stable for hours of gaming, only problem is on cold boot, it boot cycles and eventually boots up but my ram is only at 2400. Yesterday I went into the bios a few times and added a bit of ram volts and it booted just fine, this morning it's back to cycling and only being at 2400Mhz.

Ryzen 3700X
Asus B450-I Gaming
8Pack 32Gb 3600 kit running 3800C16
Fclk 1900
PBO on + 100Mhz

Vcore auto
Soc 1.1075v
Ram 1.39v

I don't understand how it can seem stable but just seem to ignore my settings.

Edit - Just tried ram at 1.4v but still sitting at 2400.

does the motherboard time default back to midnight too? If so it could be a dodgy CMOS battery or something

Sorry what I mean is my settings are all still the same in bios, it's just the speed my memory is actually running at is 2400, it shows it at the side in the bios screen and confirmed in windows. It even alters my memory timings slightly.
