Putting a build together around either of these CPU's. Paired with GTX 1060 / 16GB DDR4.

Which is best CPU / Mobo combo, AMD or Intel?

Build will be used for general web stuff, movies. Light gaming but VR in the future.

Plz discuss, if we can have Cat The Fifth in here with his advice too, he steered me right with my last build for myself :)

litrally for light use and gaming at low hz you can use either and will likely serve you well for many years, I would prefer 2600 but if you are not into fiddling with ram then 8400 is the way. If I was making for a friend I'd go intel as its more plug and play and won't have to spend time helping them at all when memory goes awry.
 
For those tasks, I think either would be fine. I'd certainly take the 2600 though - for the extra threads, which should prove nice as time goes by, a potentially higher clock speed if you're overclocking (which will cover most/all of any gap in gaming performance) and future upgradeability, with Zen 2 and 7nm already confirmed for the same platform.
