I've had mine for around 6 months now, overall I enjoy using it, its a learning curve with the manual options similar to a DSLR but not too bad. My biggest gripe with the camera is what I can best describe as graininess, probably jost normal noise but its noticeable at low ISO, but I guess its a limitation of the sensor itself. Otherwise its fairly good, great battery life, RAW support (although the file size is around 20mb each for them which can mean its a bit slow to shoot in this mode) and a good zoom. You can get filters for it fairly cheaply.
It can be a bit slow (as in slow shutter speeds etc) in low light, but thats without flash, and tbh compared to most normal cameras can handle low light situations pretty well without flash, which I dont like using.
I actually wish I had got a DSLR just for the extra picture sharpness, but the s9600 has been a good tool in teaching me exposure/shutter speeds etc, and I still feel I can learn a lot more, so its not holding me back too much.
Looking forward to using it in Kenya this Xmas, the good zoom should help with the safari shots etc.
I would as others suggested look at the equivelant Canon range, such as the S5, which may suit your friend better, but I am not sure on filters etc available for it. Look on
www.trustedreviews.com as I know they have reviewed both cameras.
Actually:
S5 IS Review
s9600 Review
You should look at other dedicated photography review sites too.
EDIT, heres some pics I've posted on here:
