Safari: Low quality images

Got a bit of a problem here, I'm using Safari on Windows 7. I take my laptop to work with me and use my phone as a portable WiFi hotspot using the 3G connection to browse the net. When I do this Safari seems to go into a state whereby it will make all the images on a webpage low quality so that the page loads faster. The problem with this is that when I take my laptop home and connect to my wireless network the browser is still loading low quality images.

If I hover over an image it says I can press shift + r to improve the image quality but this does nothing at all. I've tried restarting my computer and I've also opened up Internet Explorer which doesn't seem to have the same issue. Any advice would be much appreciated as I really like using Safari.

EDIT: I've just ran CCleaner and the normal quality images are back, maybe I have to clear the cache after using 3G, can anyone shed a bit of light on this or is it purely coincidental?
