Safe mode = internet Normal Boot = no internet

basically im trying to get my dads work computer on the internet. After checking various settings and wires i tried booting the computer in safe mode with networking

The internet came on immediately. So i removed Norton from the computer but im still getting the same problem.

Is there any kind of program which can search for a remove firewalls?
