Safe overclock rate?

Look around youtube for FX CPU overclock. Pure core speed won't give you much real world benefit. Rather overclock the BUS Frequency, that will give you bigger benefit even if your core will show up slower. But in this scenario check your north bridge temps instead of the VRM's.
 
I've seen people successfully overclock them to 4.8GHz. There isn't really an unsafe overclock as long as you keep your voltage sensible, it'll just become unstable when you push it to it's limit. I'm no expert on that particular chip but it looks like a lot of people are saying 1.5V is fairly safe for that chip. Just be aware that the higher the voltage, the higher the heat, and the faster your chip will degrade. If you wanted to play really safe, stick to something like 1.45V and see how fast you can clock your CPU and keep it stable.

Honestly, your best bet is just to google "fx8370 overclock" and there are tonnes of results (and videos) of people describing what overclock they were able to achieve and how they did it.
