Safe Temps for e6300

I've got my e6300 at ~3ghz (7.0 x 430mhz) , and under load each core is around 66-67 degrees c. is this safe? and the cpu temp is 55c, measuring outside of the cores.

thing is, i did a stress test on css with 1.86ghz, got 135fps (1440*900 all high), when i did it with 2.8ghz, i got the same fps, and its not the graphics card as my 3200 venice managed around 170, is there a way to set one core to css, all by itself?[

now im getting 46 and 44 on each of the cores, whilst stressing both cores @ 2800mhz full load.
