safe to say its broken?

My computer was running fine. Turned it on the other day and it froze at post.

Things I've tried
another gpu
both sticks of ram in every slot
rest bios a few times. Had battery out for a day
unplugged did and hdd
checked all plugs
reseated the cup

only thing i can't check is the cpu and mobo. But post stops after cup test and ram

take everything out, everything, and power up just mobo and psu, you should get beeps indicating no cpu, if you dont its either dead psu or mobo, if you have access to another psu you can check this, if you do get beeps, put in cpu and power up again, you should now get beeps saying no ram, if you dont then cpu is dead, if you do add ram, power up again, should now get no gfx error, if you dont ram is dead, if you do, add gfx, power up again, system will either boot and say no hdd, or gfx is borked, its likely going to be one of first steps, but thats full system test

ha ha no speaker. Ill try find one and give it a go. Will available to Google the beep codes no manual. Just bought a board so ill find out soon. Thanks for the reply
