What is exactly the save VCCIO2 voltage for RKL CPUs?

Many people say that usually 1.25V is considered the maximum safe voltage but I've read that RKL is different and can handle more VCore, VCCIO and VCCSA. And it also seems to need more voltage to run RAM at 3600Mhz when using Gear 1 mode.

For example, I'm currently running my RAM at 3466-16-19-19-36 with 1.25V VCCIO2. If I lower VCCIO2 to 1.23V, I get no boot. I can push RAM to 3600-16-20-20-36 but that requires at least 1.32V VCCIO2 or I get cold boot issues. I also tried leaving VCCIO2 on Auto which resulted in 1.4V voltage. But with that even 3600-16-19-19-36 was stable! VCCIO2 seems to affect timings and overclocking pretty notably.

My motherboard is MSI Mag B560 Torpedo and RAM kit is 2x8GB 3200-16-18-18-36 Hynix CJR which is running at 1.425V. VCCSA is set to 1.2V since it doesn't seem to affect anything. My CPU is i7-11700F which seems to allow slightly lower voltages than my previous i5-11400 which I sold to my friend.
