Safe websurfing tips

A colleague wants to lockdown her kids laptop so stop them accessing XXX sites and other similar type content. They already have parental controls with AOL (their ISP) but nothing through IE. Is there a way to disable IE so AOL is the only way of getting on the net?

Any other tips?

Getting rid of IE is not really a solution, as they can get around that (even without admin rights)

In regards to keeping them away from the bad stuff you're generally peeing in the wind if they are determined enough. Putting the computer in the living room with the screen facing the rest of the family is the most effective block in my experience.
