It should be fine to pull out if iTunes is closed, although ejecting from within iTunes would be the safest method.

I find that ejecting from itunes and waiting 30 or so seconds works fine.. If I eject and pull it out straight away my motherboard wifi tends to spazz out and needs restarting.

I unplug it at any time itunes isn't syncing and have no issues.

I have never used the Safely Remove Hardware wizard for any device, and have never had a single issue. I know there is a small risk, but if you're sensible about it, I can't see you would ever have a problem.
