Same CPU = different OC Results? How?

Im just wondering how is it possible to get different OC Values on same CPU with the same Hardware ( Mobo, PSU etc )

It's called the silicon lottery!

Some chips are just much better at overclocking than others! you play your luck in the lottery buying chips! Some people ( mainly pro overclockers ) will go out and buy several in bulk and find there best one!

on the OCUK website you can actually find " 8pack speed binned chips " these are chips that the world champion of overclocking has tested and knows are great cpus!

EDIT : I can't actually find them on the site now they must be all gone! But none the less, they exist!

Using a Cpu with motherboard A get you say 4.5Ghz using the same CPU with motherboard B gets you 4.3Ghz. This could be due to many factors on the motherboard, the quality of the components used on the board, the way the specific bios for that board is coded. an updated bios can give you better or worse overclocking results......etc....
 
Not sure if you mean exact same hardware or same cpu same model board etc but different to the original.
Also because there can be a very fine line between stable and unstable.
A well tested stressed overclock may not be 100% stable and could be a random fail at any point unless you go for a real long test.
I'd also throw in voltage isn't 100% the same on every board even if it's the same board one might for example display true 1.3 volts as 1.298 volts the other display true 1.3 volts as 1.296.
