Is it true that only 2GB are for Apps and 6GB for OS and music, photos and videos?

Also can you install apps on the SD card?

1 - Yes, although I have the 16GB I assume it makes no difference.

2 - They can be installed to the 2GB allocated memory or the remainder of the internal memory.

You can put Apps on all of the internal memory(the 8GB it comes with). I dont think you can put any apps on the external SD card(any extra SD cards you add). I doubt anyone can get 8gb of apps thou.
