I brought said monitor a month ago and found after a few days when i turned the pc on and the monitor i would get no picture even though it did indeed turn on. so in the end i sent it back and got another one from overclockers and I'm getting the same issue but this time if i keep restarting the pc in the end it will work. i have no idea what the issue is, the first monitor i tried a different display cable and had no luck.

This time around with the is new monitor i have noticed that when i have this issue my pc seems to be going through an overclocking loop (i cant see it on screen but going by the read out on the display on my mobo)
My pc:
Cpu i9 12900k
Ram 32 GIG dominator
GPU RTX Asus strix 4090
Mobo Asus maximus extreme
Psu 1600w corsair
monitors 1 samsung neo g7
2 aoc 1080p hdmi 20 inch

I have the same monitor with similar issues, it basically takes a while initialise which causes problems on boot to windows. Turning pc and screen on by the button around the same time usually gets around it.

There are others ways to mitigate it too. Can I ask if you only have 3 resolution options in windows? (Once I fixed that with mine it worked a lot better)
i have a whole list of resolutions to choose from in windows

If you don't have the resolution problem then I found disabling Adaptive Sync in monitor settings helped reduce the time it takes to initialise on boot. You could try changing some of the gaming settings on the monitor back and forth as thats what fixed my resolution problem and consequently it fixed the booting issues I was having with mine that sound very similar to yours.

Before that I was just turning the PC and monitor on around the same time to get around it.

I think its just buggy firmware, I've been keeping my eye on the Samsung product page for an update for nearly a year and still nothing.

Its a shame as other than the booting issue its the best monitor I've ever had. Last time I spend this much money on a Samsung screen I think.
indeed i love the monitor and i love HDR even more but like you samsung screwed up with this monitor so i wont be splashing the cash with them next time...shame really but oh well
