Sanding paint splatter?

Hey all! We recently moved into our new home and want to crack on with some painting.

The house is ex mod so was looked after by a management company before being sold off and I think contractors just come in from time to time and chuck paint up the walls :D

So most have this splatter / dots.

Hard to capture some areas are much worse.

If I just lightly sand these off with fine grit, will painting over be ok?

Or will the sanding show through if that makes sense?

DiY novice really.

also what can be used to get paint of of pvc frame work?

Just a scraped? Or will that scratch up the plastic? I did think maybe thinners to loosen it up a bit

Thanks for any advice! Just worried my paint job will look crap due to the previous layers bodge
 
Sanding just bad spots would make the surface a different finish to any areas not sanded and looks crap when painted. Could try a light run over with dry wall sander all over the wall.

On paint splatters I use a chisel to try to chip them off and if needed very lightly fill

In regards UPVC you can get specialist cleaner which is really useful, it removes all sorts, I got some sharpie on ours and it came straight off!
Before using that though a good wipe down with warm water (go over and over like 5 times in 10 minutes) will get a surprising amount off

Link is the solvented stuff which is stronger, it will eat paint and stuff though so you can consider the non solvented
