Sapphire 4870 Question

I presume you mean both PCI-E connectors?
Yes these both need to be attached, if its an older PSU which only has one then you can get molex to PCI-E converters (2 molex plugs to 1 PCI-E) alternatively you'd need a new PSU. Each connector only supplies a certain amount of power (75W) and if it doesnt have both connected the card wont get enough power to work properly
 
Both - if it's like the Powercolour it'll warn you that your don't have both connected and won't let you boot
